During his nine years in power, Abe pushed to remove or amend the pacifism clause of the Japanese constitution that was put in place after World War II as a guard against renewed Japanese militarism.,“Everything that has happened in Ukraine has really put the liberal left on the back foot and altered that commitment to peace that has long been a part of the national psyche,” he added. “I had expected a more vigorous response, but it has been relatively muted.”,According to the Stockholm International Peace Research Institute (SIPRI), Japan had the world’s ninth-largest military budget last year, spending $54.1 billion, or 1.1% of its GDP, despite its pacifist constitution. That was a 7.3% increase over its budget the previous year, the largest increase of any of the top 15 military spenders except for Iran.,Nonetheless, Defense Minister Nobuo Kishi said in April that Kishida’s government has plans to double that to 2% of GDP within five years. At a projected $108 billion per year, that would make Japan's military budget the world’s third-largest, after the United States and China. Kishi said Japan was particularly interested in “counterstrike capabilities” that could hit the bases of countries that attack the island nation.,However, the move isn’t particularly popular with the Japanese public. 二 | 接着英国也连忙的积极附和,表明不会派人赴俄出席这一重大活动。

三 | 与此同时,欧盟外长博雷利也呼吁欧盟国家别派人出席普京的就职典礼,不要给俄方撑场面。

不过,就在大多数西方国家毅然决然地追随美国,决定不派代表去俄罗斯参加这一重大活动之时,西方内部却有几个“另类”冒了出来。
据金羊网报道,法国、斯洛伐克和匈牙利等国派了代表前往俄罗斯出席就职典礼。一直以来匈牙利的对俄态度就不像其他欧盟国家那么强硬。至于斯洛伐克,该国新总理菲佐上任后,不仅反对乌克兰成为北约的一份子,还公然拒绝对乌军援。因此,这两个国家派人赴俄观礼怎么看都是意料之中的事。
倒是法国作为欧洲的“领头羊”,之前尽心尽力地为乌克兰提供军事援助,如今明着与美国“对着干”,派人参加普京的就职典礼,这波操作着实让人有些看不懂了。
总之,不管法国是出于什么目的派代表赴俄观礼的,在俄罗斯正惨遭西方国家孤立排挤的时候,法国这突如其来的“暖心”举动,可谓是给俄方送上的一份“大礼”。

需要特别指出的是,法国派人前往俄罗斯观礼之前,中法领导人刚在巴黎举行了会谈。期间我方最高层表态称,中法应一同反对“脱钩断链”,携手推动平等有序的世界多极化,同时既要保持独立自主,也要共同避免阵营对抗。
而在回应中方的表态时,法国总统马克龙则表示愿和中方一道捍卫多边主义和国际法,希望中法深化多领域务实合作,愿就全球性问题与中国密切对话合作。

而中法领导人会谈结束不到24小时,马克龙转头就给俄罗斯送上了这份“大礼”,不用猜也知道,美国那边必定是着急上火。而美方的焦虑,恐怕也不只是马克龙几乎同时向中俄抛出“橄榄枝”这么简单。

最重要的是,通过法国与中俄的这一轮互动,拜登政府预感到自己最担心的事情看来要发生了。原本美国不断地炒作“中俄威胁”,就是企图让欧洲错把中俄当成“最大对手”,好撺掇欧盟对中俄下死手,将我们逼到墙角削弱打压我们。
但是现在,中方以法国为突破口,加强与欧洲的联系和合作,而马克龙不仅展现出渴望继续强化中法间的交流合作,还有意改善法俄关系,这也就意味着美国欲制造阵营对抗,利用欧洲把中俄打趴下的策略,有很大可能会以失败而告终!
